Bowser has a point, the Olympics cost a ton of money and drain a lot of resources out of the host city. It's fairly simple to prep a few Best Buys and book space at E3 each year. Five years is a very long time and people wouldn't mind it to be a yearly thing.

And don't forget that people have to prepare the props for the Olympics several (2-4) years before the actual Olympics starts.
The NWC doesn't require much work.
