A few comments:
-Avoid using JPGs where possible. White artefacts are yucky and time consuming to fix.
-Text needs to be more sublte, but stylistic when fitting w/ the sig. Since the Nanoha series is sorta cute, go for a rounder font; and don't use just white as text color.
-Add some blur using brushes. I recommend you refer to Wacky's artwork topic (or was it her tutorial topic?) and read up a little. I had to do that when I first used GIMP. ;p
-Experiment with layers and gradient maps. (Again, refer to Wacky's tutorials)
