And no, it was just another gimmick that had its pros and cons. If for a completely different purpose, I'm not sure.

Mario Party 4 experimented with the idea, but it most obviously failed because it didn't show up in any other Mario Party thereafter. So, no.
No reason unless there were gimmicks on boards.
I suppose they could do it as a mission for one of the party or duel boards of a new title, but even then...
(Besides, people seem to prefer Super Shrooms and items like Bowser Suits more than this combination item)
