Because I bet you anything the site couldn't accept the fact that VIP didn't want the job, so they tried to keep him as close as possible to staff without being on staff.

I've never had an actual conversation with VIP but nonetheless, he's a friend and I trust his judgment if he has a suggestion as long as he can back it up. He's been here longer than me. Me and VIP were some of the 1st members. I think my old account got banned because I was a noob but I was pretty sure that I joined in Feb of 08'. Besides, if he has no mod power, why are you complaining. He just tries to give advice. Is that really all that bad?
