You're kidding, right Columbo. He's telling her to enjoy her 17th year. A brand new baby isn't 1 yet but he'll be experiencing his first year. So on someone's birthday, their next birthday incidates what year it is for them.

A girl who turns 16 will be 17 next year; therefore she'll be going... eh, screw it. You get what I mean.
