No, if you played Mario Party 4 before, it's up to the Shy Guy to decide if he likes your wish or not. So even if you wish for a fun wish, it can still flood. And if you wish sad, the Shy Guy can still like that wish.

Oh. I know that Happy wishes can sometimes flood, but everytime I picked sad, it always floods for me :p And I'm able to use Boo's items? I have no idea how I didn't know that LOL

No, you can't. I don't know where that came from lol :p With Peach's Glove, Boo can give you the coins he collects from that item. Some items Boo can use on you if he chooses, like with the Potions, he can use that on you.
