Orbs. They are the best because they can set traps and can up your character.
Candy is flawed because it's only to up your character and not to set traps.

chain whistle-calls in a chain chomp to move the star x20
super tube-sends you to the star x30
ice flower-freezes whoever you land on/pass and skips there turn once[because they are frozen] x10
fire flower-anyone you pass/land on loses 20 coins x25
power star-anyone you pass/land on goes to the start x20
propeller mushroom-flies you to the star x25
penguin mushroom-turns you to a penguin and makes you slide instead of running and whoever you pass loses 5 coins x10
piranha tube-chooses a random person and attacks them,and also makes them lose 5 coins x10
bowser jr./bowser mushroom-turns you into that character and makes anyone you pass/land on lose 10 coins x15
