Therefore someone like DK or Toadette would be impossible. An entirely new character that's new to Mario Party. I could see Rosalina.
I don't think that there will be 13 of them in all because there has been a slight error. I know that the others have a pair...

The main problem is, Toadette is not new.
That's right. But the true answer says that there are 12 characters. I didn't think that Nintendo said about new characters (except for Koopa Troopa and Shy Guy), I think Nintendo has added plenty for this generation.
Actually only MP7 & MP8 hade partners so i doubt that it is back. Also Kamek douse not seem like a "WOW BEST CHARACTER YET" character so i don't think Nintendo will waste some good space on him. DK and Toadette is not a new character so they will probably not join again. Diddy Kong whould be my least choice, why whould nintendo put Diddy Kong in it if not DK is in it anymore? So my biggest pick must be Rosalina, she's a popular character by the fans and she's already starting to join Mario Kart games why not MP games then? She will either be a character or a host im sure!

In Mario Party 4, there were 6 hosts, and one can be found on each board. In other generations, before and after that game, there can be at least, one to two hosts. Unlike Mario Party DS, which had no host.

When they were thinking that Shy Guy has a 'partner', I think they're wrong. The 12th character has not been seen in the introduction trailer. Like Toadette did not appear in Mario Party 6's, this means that she could be the 12th character of Mario Party 9. Yellow Toad has been confirmed as the host of the game. The 12th character could be revealed during this week.
Where is the confirmation that the 12th character is a new introduction to the series? I haven't see any evidence of that, just people in this thread posting it as truth...
