I'm pretty sure they both intended to be villains when the game starts, but then later changed their minds due to events in the story.

Anyhow, I'd rather not have and villians like what you said in your poll. I want then to actually be evil and not just by accident.
 
I don't know if the Ancient Minister would truly count if we were going to consider the Super Smash Bros. series to be cannon with the Mario series (especially if it isn't the real Mario who faced him, but rather a toy/figure of Mario instead based on the story behind SSB).

Anyways, I guess seeing a tragic villain is refreshing once in a while; however, having more tragic villains would just cause more players to empathize with them instead rather than to feel fear or become intimidated by them. Having Bowser as such a threatening boss (at least in the past) really gave the Mario series a true adventure for players to follow behind. I'm not saying that games like SPM weren't "as enjoyable"; however, I prefer having a boss that stays true to his/her intentions rather than being forced to do so.

Either way, I really don't care too much as long as the games have a good flow behind them.
