Place the Koopa Star Bank (Passing) as a passing event along with the Koopa Star Bank (Landing) event on the same space.

When you pass this space, you have a chance but aren't guaranteed to lose a star. When you land on the space, you will gain all the stars taken or as many as you can without going over 99.

If you somehow miraculously have too many for the whole pot, the remainder will still be there for the next...
