The staff never wins member of the month though so its a compromise.

The only idea I had was to make the reigning member of the month have a vote in the next member of the month. Otherwise the voting policy will stay as is, there's nothing wrong with it. The staff are members too, apparently we're robots or something we can't get a vote or participate at all in it. Making it open to members only turns it into a free-for-all.
