I sure have. A few on Steam and a bunch on XBLA. But I don't do this often.
No... not that I can remember. Unless buying a Virtual Console games or pirating FF7 and Pac-Man Rally counts.

I have the first three Crash Bandicoots on my PS3 and Portal on Steam. Also the games on virtual console for both the Wii and 3DS.
