Boo from Mario Party 4. He was a great host for his board, and now in Mario Parties after Mario Party 4, he became playable! Except Mario Party DS and Mario Party 9, of course.

And yeah, with Bowser Jr. around, Koopa Kid/Mini Bowser is not likely to return anymore.
