While neither of these characters have done any significant actions, if we count background stories, then this point goes to Satori, because she served as the controller of the spirits living in her mansion in the ruins of the former underworld.

Neither of these characters have shown any form of personality, but if we are talking about minor reactions, then this point goes to Mokou because she at least has some thoughts involving her rivalry with Kaguya.

Mokou's pyrokinesis is rather flashy; however, I'm giving this point to Satori because mind-reading is a lot more intimidating than getting burned to cinders.

Neither character has shown any form of development in the main stories. If we're talking minor backstories, then this point goes to Mokou because of a story when Kaguya embarrassed Mokou's father by having him complete her trial of the Five Impossible Requests, leading to the growth of Mokou's hatred towards Kaguya.

If you've been reading through the previous details, then this point should be obvious, as Mokou is motivated by her desire of revenge against Kaguya, while Satori doesn't really have a particular motivation.
