Wario and Waluigi are two of three unlockable characters in Mario Kart Arcade GP DX, right along with Bowser Jr. There may be even more unlockable characters when an online update for the arcade game is released, but these are simply rumors for the time being.
Interestingly, while Wario is part of the heavyweight class, Waluigi is part of the lightweight class. In Mario Kart Wii, Waluigi was placed in the heavyweight class alongside Wario. As expected, Bowser Jr. is part of the lightweight class.
