Last 3 Characters in Mario Kart 8

Going off the character select we found now (http://mariopartylegacy.com/2014/04/mario-kart-8-character-select-screen-revealed/)
It looks like there will be 2 more light racers and 1 more heavy racer unless this is an early select screen. Who do you guys think will fill these slots.  Going off how these things normally go down I think Diddy and Bowser Jr will be downgraded to light class like they were in Mario Kart Double Dash and fill those two slots. Then that heavy slot is probably going to King Boo. That leaves out a ton of veterans to the series such as Dry Bones,Birdo and much more. Plus my hopes of Petey Pirahna coming back. What do you guys think. Think this is the final select screen? If so comment on who you think will fill those slots, you can do what you think will happen or what you hope will happen.

Or Dry Bowser, since he may come back due to Bone Dry Dunes.
To be honest, I really hope it's not only three left. If so, though, I feel it'd be Bowser Jr, Diddy Kong, and Birdo...although, there may be at least one other newcomer of the three spots left that's being withheld until release/just before release, like they always do with recent Mario Kart games.

See, I think this too. Let's say there's another row, since in the screenshot, there seems to be room on the bottom...
If there's another row, that'd be 6 more characters, making a total of 9 characters not yet seen, and 36 characters total--which, being the next multiple of 12 after 24, I feel it'll go to. Mario Kart Wii had double the amount of characters that participate in each race (and the starting roster), and so did Mario kart 7 (With 12 to 24, and 8 to 16, respectively. Not counting the Miis, though.)

Nabbit is the only non-clone not announced that was a DLC character in MG: WT.
So, his chances are better.
Though I'd like to see more than 3.
And Kamek, King Boo and Petey be there as well.
I just can't stand Birdo.
 
I don't think this is the final character select screen as there's two rows for light, two rows for heavy but only 1 row medium weights. However I'm doubting this myself as usually the balenced characters in all Mario sports games have the least characters out of all the other divisions.
